DILG News: Validation of SLRF Implementation in Region 12 Conducted

A validation on the Special Local Roads Fund (SLRF) implementation in all of the four (4) provinces and five (5) cities in the Region was conducted from April 22 to 26, 2013. The SLRF validation team was composed of two (2) DILG Office of Project Development Services (OPDS) staff and one (1) DILG Regional SLRF focal person.
It can be recalled that on June 24, 2005, DPWH and DILG executed a Memorandum of Agreement (MOA) regarding their collaboration on the administration of the SLRF. Under the MOA, DILG agreed to (1) collaborate with DPWH in administering/overseeing the implementation and utilization of SLRF at the LGU level in accordance with prescribed policies and standards under the MVUC law and its IRR, (2) provide DPWH with LGU road length and vehicle population data as basis for apportionment of SLRF to provinces and cities, (3) inform the provincial and city governments of their SLRF annual allocation for the preparation of their AWPs, (4) review, consolidate and submit LGUs Annual Works Program to the Road Board thru DPWH-Road Program Office, (5) monitor the progress and utilization of SLRF, (6) install and operate Implementation Tracking System with the assistance of DPWH, (7) institutionalize systems and mechanisms on road maintenance management in the LGUs, and (8) represent the LGUs to the Road Board.

The major issue raised during the validation was the 3-month delay in the release of funds that caused the postponement of the project implementation. Another concern raised was that some of the LGU finance offices lacked the awareness on the importance of the prompt submission of liquidation reports to the DPWH. It was also suggested by one of the LGU functionaries that funds must be released by the DBM directly to the LGUs but such was rebutted since release of funds is governed by SLRF guidelines and a MOA between the DPWH and DBM. Nevertheless, the SLRF team assured the LGUs that all issues, concerns and suggestions will be duly elevated to the national level for consideration on the next conference/meeting.
