Good News: Barangay Salakit of Kiamba, Sarangani Province conducts Barangay Assembly Day for the First Semester in 2013

As mandated by Sections 397 and 398 of the Local Government Code of 1991, every barangay is enjoined to undertake a barangay assembly day to hear and discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as problems affecting the barangay. Proclamation No. 260 signed by President Benigno Aquino III on September 30, 2011, declares the last Saturday of March and the second Sunday of October every year as Barangay Assembly Days. This endeavor serves to instigate the norms of transparency, responsiveness, accountability and participation at the barangay level.

Following this year’s issuance of the DILG Memorandum Circular 2013-23, with the directive to hold the Synchronized Barangay Assembly Day on March 30, 2013, and enjoining every barangay to undertake certain activities, the conduct of Barangay Assembly Day at Barangay Salakit, Municipality of Kiamba, Sarangani Province, was a success.  Over a hundred constituents in the barangay attended this event on March 30, 2013 at the Salakit Elementary School Gymnasium.  In his presentation, Punong Barangay Onofre V. Donato emphasized the importance of gathering the locals in one special event to get them involved in the affairs of the barangay through a dialogue/open forum. “I believe that the Barangay Council of Salakit has done its best in governance. Thank you for your participation in all of the endeavors that this barangay is making,” PB Donato said in his address to his constituents. He presented the 2012 Financial Report which was comprehensively written in Manila paper, and, item per item, expounded on how the barangay treasury has expended the barangay funds. “Every centavo was properly accounted for in our Income and Expenditures,” he further said after the financial presentation.

Also, among others, he discussed on the proposed projects of the barangay, giving priority to CCA-DRRM –related undertakings and public safety, like the purchase of flashlights and  emergency kits and the installation of street lights. He was also proud to announce that Barangay Salakit, in the recent BGPMS Evaluation, has achieved an over-all rating of 3.91 (5 being the highest) with an adjectival rating of “High”. The BGPMS (Barangay Governance Performance Management System) is an assessment tool to determine and assess the level of compliance of the barangay in the identified service areas in order to improve the quality of programs and policies.

All the members of the Barangay Council came in full force along with other barangay officers who gave support to their Punong Barangay. Kiamba Municipal Councilors Danny Martinez and Cesar Mondragon were also there to grace the event.

Barangays in Region 12 have been respectively monitored to have complied with this year’s issuance of the DILG Memorandum Circular 2013-23, stating the directive to hold the Synchronized Barangay Assembly Day on March 30, 2013, and enjoining every barangay to undertake certain activities.

DILG News: RPRAT XII holds meeting to discuss the 2013 BuB implementation

The Regional Poverty Reduction Action Team (RPRAT) XII chaired by the DILG Regional Director Buagas B. Sulaik, CESO III conducted a meeting to discuss the 2013 implementation of the Bottom-up Planning and Budgeting (BuB).
The Regional Directors of the participating agencies and/or their representaives, together with the Civil Society Organizations’ (CSOs) representatives have attended the meeting on March 8, 2013 at the Cinco NiƱas, Koronadal City.The Undersecretary of the National Anti-Poverty Commission (NAPC), USEC Marie Labajo,  was present to discuss the status of the program. Visitors from the BLGD-Central Office presented the issues and concerns raised during the inter-agency meeting in Manila.

All the participating agencies under the 2013 BuB implementation per Joint Memorandum Circular No. 1, series of 2012, had presented the status of funds and their strategies in project implementation.
The bottom-up-budget (BuB) is a new approach in crafting the government budget which aims to improve the implementation of projects and programs and uplift the poorest regions in the country. This initiative makes the planning and budgeting more participatory through the genuine involvement of civil society organizations in policy discussions and, actively participate in collaborative activities with the government.
