DILG News: DILG 12 Personnel undergo Values Reorientation Seminar

DILG 12 conducted a Values Reorientation Seminar for its Regional Office personnel on April 24, 2013 at the DILG 12 Conference Room, Koronadal City. Said activity was made possible in the interest of furtherance in personnel welfare and development. It also aimed to refresh and remind the personnel of the provisions of Republic Act 6713, otherwise known as Code of Conduct and Ethical Standards for Public officials and Employees.

OIC Regional Director Reynaldo M. Bungubung, CESE formally opened the activity. “Our commitment and dedication to public service is reflected in how we present ourselves from wearing the prescribed uniform and ID, to coming to work on time and fulfilling the required number of working hours and being productive during office hours,” he said. He also added that “through discipline, a deed becomes a habit and a habit becomes a lifestyle”.

Director Teresita R. Antolin of Civil Service Commission – Cotabato City served as the lecturer. She encouraged active participation through exercises and an open forum.

DILG 12 Personnel Officer, Muhammad G. Nanding, Jr. said that “the activity is merely a refresher and a reminder of all things dictated by duty but have been forgotten or maybe unintentionally neglected and that it should be viewed as a chance to be better public servants”.

DILG News: Validation of SLRF Implementation in Region 12 Conducted

A validation on the Special Local Roads Fund (SLRF) implementation in all of the four (4) provinces and five (5) cities in the Region was conducted from April 22 to 26, 2013. The SLRF validation team was composed of two (2) DILG Office of Project Development Services (OPDS) staff and one (1) DILG Regional SLRF focal person.
It can be recalled that on June 24, 2005, DPWH and DILG executed a Memorandum of Agreement (MOA) regarding their collaboration on the administration of the SLRF. Under the MOA, DILG agreed to (1) collaborate with DPWH in administering/overseeing the implementation and utilization of SLRF at the LGU level in accordance with prescribed policies and standards under the MVUC law and its IRR, (2) provide DPWH with LGU road length and vehicle population data as basis for apportionment of SLRF to provinces and cities, (3) inform the provincial and city governments of their SLRF annual allocation for the preparation of their AWPs, (4) review, consolidate and submit LGUs Annual Works Program to the Road Board thru DPWH-Road Program Office, (5) monitor the progress and utilization of SLRF, (6) install and operate Implementation Tracking System with the assistance of DPWH, (7) institutionalize systems and mechanisms on road maintenance management in the LGUs, and (8) represent the LGUs to the Road Board.

The major issue raised during the validation was the 3-month delay in the release of funds that caused the postponement of the project implementation. Another concern raised was that some of the LGU finance offices lacked the awareness on the importance of the prompt submission of liquidation reports to the DPWH. It was also suggested by one of the LGU functionaries that funds must be released by the DBM directly to the LGUs but such was rebutted since release of funds is governed by SLRF guidelines and a MOA between the DPWH and DBM. Nevertheless, the SLRF team assured the LGUs that all issues, concerns and suggestions will be duly elevated to the national level for consideration on the next conference/meeting.

DILG News: Municipalities in Sarangani and Cotabato undergo Monitoring/Evaluation and Water Source Validation under The 2012 and 2013 SALINTUBIG Program

A series of monitoring/evaluation and water source validation of the on-going and proposed water supply system projects under the 2012 and 2013 SALINTUBIG Program was conducted in some municipalities in Sarangani and Cotabato by a SALINTUBIG Team composed of two (2) DILG Office of Project Development Services (OPDS) staff and two (2) DILG Regional SALINTUBIG focal persons.

As part of the implementation process, The SALINTUBIG Team visited the municipalities Glan, Malapatan, Alabel and Banisilan from March 20 to 22, 2013, Cotabato City and Pres. Roxas Municiplaity from March 25 to 27, 2013, municipalities Malungon, Maitum, Kiamba and Maasim from April 1 to 4, 2013 and municipalities Midsayap, Pigcawayan, Malungon and Malapatan from April 15 to 18, 2013.

For SALINTUBIG CY 2012, there are nine (9) recipient LGUs composed of five (5) Waterless Municipalities with Php 7 Million allocation each, three (3) Waterless Barangays with Php 3 Million allocation each and one (1) Rural Health Unit (RHU) Lying In Clinic with Php 1 Million allocation. Eight (8) recipient LGUs are currently on their respective construction stage while five (5) LGUs have just recently received 100% of their respective fund allocations.

A total of twenty-four (24) LGUs qualified as CY 2013 SALINTUBIG allocation recipients. Ten (10) of which are already validated and thus, 50% of their respective fund allocation is set for release upon submission of required documents.

Sagana at Ligtas na Tubig Sa Lahat (SALINTUBIG) aims to contribute to the attainment of the goal of providing potable water to the entire country and the targets defined in the Philippine Development Plan for 2011-2016, Millennium Development Goals (MDG), the Philippine Water Supply Sector Roadmap and the Philippine Sustainable Sanitation Roadmap. It is designed to provide water supply systems for waterless municipalities and intends to enhance/improve the local capacities of the LGU water service providers in planning, implementation, operation and management of water supply facilities in a sustainable manner.

DILG News: Re-Orientation/Refresher on Supply and Properties Management System with Emphasis on Property Inventory and Disposal

In its efforts to further sustain reforms in its operations, DILG 12 conducted a Re-Orientation/Refresher on Supply and Properties Management System with Emphasis on Property Inventory and Disposal last 18 April 2013 at the DILG Conference Room. This is also an initiative to give importance to strengthened internal governance capacity as one of the outcome areas of the programs, projects and activities implemented by the Department.
Personnel from the Finance and Administrative Division (FAD), more specifically the Supply Section, General Services Section and Accounting Section, the BAC members and Planning Unit participated in the activity.
DILG 12 resident auditor Joy B. Rondael (State Auditor IV/Team Leader) served as the lecturer. “It is best to follow the Supply and Properties Management Handbook and consult the auditor regarding grey areas in operational transactions,” she said upon wrapping up her lecture.

LGMED Division Chief and BAC Chairperson Ester P. Valdez, CE expressed gratitude to the Auditor in behalf of the participants for her efforts to enlighten them. “We need an activity like this so that we will not take our responsibilities lightly. We encourage and assist our clientele to practice good housekeeping. Clearly, we should also impose among ourselves the practice of good housekeeping. If we expect them to follow us, then we must lead by example,” she added.

DILG News: Orientation on Government Procurement Reform Act otherwise known as Republic Act 9184 for the DILG 12 Procurement Practitioners

DILG 12 is currently on a pivotal point of being under the new leadership of OIC Regional Director Reynaldo M. Bungubung, CESE, as the good former DILG 12 Regional Director Buagas B. Sulaik, CESO III recently retired.
The change in leadership came with the reconstitution of the Regional Bids and Awards Committee (BAC). The Office of the OIC Regional Director - Planning Unit took into consideration that strengthened internal governance capacity more particularly on sustaining fiscal reforms in procurement and bidding processes should be equally prioritized as an outcome area.  It then initiated the conduct of the Orientation on Government Procurement Reform Act otherwise known as Republic Act 9184 for the DILG 12 Procurement Practitioners.
The said orientation was conducted on 17 April 2013 at the DILG 12 Conference Room. This was participated in by the reconstituted BAC members, concerned Finance and Administrative Division (FAD) staff, Planning Unit, representatives from the field offices and Office of the Resident Auditor.
Resource speakers were invited from the Department of Budget Management (DBM) 12. DBM 12 Assistant Regional Director Akmad J. Usman discussed the Procurement of Goods Infra Procedures and Guidelines and Bidding Documents. Division Chief Asima A. Adiong discussed the Procurement Organization and Planning. Atty. Libertine G. Cagang, CPA talked about the Alternative Methods of procurement and Implementation and Termination of Contracts.

The participants were given the chance to be further clarified on procurement protocols and bidding processes in an open forum conducted after all the topics were discussed.

DILG News: Usec. Panadero Attends the DILG 12 1st Quarter Program Refocusing and Testimonial Program for RD Sulaik

No less than the DILG Undersecretary for Local Government, Austere A. Panadero attended the DILG 12 1st Quarter Program Refocusing on April 5, 2013 at the Cinco Niñas, Koronadal City. PD/CDs and MLGOOs were briefed on the new DILG Outcomes and LGU Performance Framework while the Divisions Chiefs led the presentation of priority programs and targets set forth by DILG Circular No. 2013-03.Usec. Panadero actively took part in giving inputs to the participants by answering their questions and clarifications regarding the said Circular.

As the said Program Refocusing concluded, the men and women of DILG 12 proceeded to pay tribute to the now retired DILG 12 Regional Director Buagas B. Sulaik through a testimonial program wherein various gimmicks and presentations were made to honor him. Usec. Panadero, OIC RD Reynaldo M. Bungubung (Region 12) and some good friends from the government service imparted their well wishes. RD Sulaik’s family was also present. “It was an honor to serve the Region. Do know that I may have retired by I could still be of service to all of you if I can. Thank you very much,” said the new retiree.

DILG News: Region 12 Barangays Conduct Barangay Assembly Day for the First Semester in 2013

As mandated by Sections 397 and 398 of the Local Government Code of 1991, every barangay is enjoined to undertake a barangay assembly day to hear and discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as problems affecting the barangay. Proclamation No. 260 signed by President Benigno Aquino III on September 30, 2011, declares the last Saturday of March and the second Sunday of October every year as Barangay Assembly Days.This endeavor serves to instigate the norms of transparency, responsiveness, accountability and participation at the barangay level.
Barangays in Region 12 have been respectively monitored to have complied with this year’s issuance of the DILG Memorandum Circular 2013-23, stating the directive to hold the Synchronized Barangay Assembly Day on March 30, 2013, and enjoining every barangay to undertake certain activities.
For this year, the Regional Focal Person on Barangay Assembly attended the conduct of Barangay Assembly Day at Barangay Salakit, Municipality of Kiamba, Sarangani Province, was a success. Over a hundred constituents in the barangay attended this event on March 30, 2013 at the Salakit Elementary School Gymnasium. In his presentation, Punong Barangay Onofre V. Donato emphasized the importance of gathering the locals in one special event to get them involved in the affairs of the barangay through a dialogue/open forum. “I believe that the Barangay Council of Salakit has done its best in governance. Thank you for your participation in all of the endeavors that this barangay is making,” PB Donato said in his address to his constituents. He presented the 2012 Financial Report which was comprehensively written in Manila paper, and, item per item, expounded on how the barangay treasury has expended the barangay funds. “Every centavo was properly accounted for in our Income and Expenditures,” he further said after the financial presentation.
Among others, he discussed on the proposed projects of the barangay, giving priority to CCA-DRRM –related undertakings and public safety, like the purchase of flashlights and emergency kits and the installation of street lights. He was also proud to announce that Barangay Salakit, in the recent BGPMS Evaluation, has achieved an over-all rating of 3.91 (5 being the highest) with an adjectival rating of “High”. The BGPMS (Barangay Governance Performance Management System) is an assessment tool to determine and assess the level of compliance of the barangay in the identified service areas in order to improve the quality of programs and policies.

All the members of the Barangay Council came in full force along with other barangay officers who gave support to their Punong Barangay. Kiamba Municipal Councilors Danny Martinez and Cesar Mondragon were also there to grace the event.

DILG News: RPRAT XII holds meeting to discuss the 2013 BuB implementation

The Regional Poverty Reduction Action Team (RPRAT) XII chaired by the DILG Regional Director Buagas B. Sulaik, CESO III conducted a meeting to discuss the 2013 implementation of the Bottom-up Planning and Budgeting (BuB).
The Regional Directors of the participating agencies and/or their representaives, together with the Civil Society Organizations’ (CSOs) representatives have attended the meeting on March 8, 2013 at the Cinco Niñas, Koronadal City.The Undersecretary of the National Anti-Poverty Commission (NAPC), USEC Marie Labajo,  was present to discuss the status of the program. Visitors from the BLGD-Central Office presented the issues and concerns raised during the inter-agency meeting in Manila.

All the participating agencies under the 2013 BuB implementation per Joint Memorandum Circular No. 1, series of 2012, had presented the status of funds and their strategies in project implementation.
The bottom-up-budget (BuB) is a new approach in crafting the government budget which aims to improve the implementation of projects and programs and uplift the poorest regions in the country. This initiative makes the planning and budgeting more participatory through the genuine involvement of civil society organizations in policy discussions and, actively participate in collaborative activities with the government.
