Good News: Sarangani mangroves and SarBay focus of Ocean Month

ALABEL, Sarangani (May 31,2013) – Capitol employees join the mangrove planting and Bangus fry releasing in celebration of Ocean Month Friday, May 31, at Kawas beach. Volunteers planted 2,000 saplings and released 100,000 bangus fry into Sarangani Bay in coordination with the LGU Provincial Environment Natural Resources Office and Alcantara Foundation. Volunteers included members of the Philippine National Police, Kawas Youth Care and Sarangani Youth Organization.

Good News: Madaris pupils thank Gov. Migs

Good News: Sri Lankan delegation visits Sarangani

ALABEL, Sarangani (April 23, 2013) - Governor Migs Dominguez welcomes Sri Lankan visitors Tuesday, April 23, at the Capitol's conference room. The 26-man delegation from International Fund for Agricultural Development (IFAD) will conduct knowledge sharing on the implementation of Rural Micro Enterprise Promotion Program (RUMEPP) in the province. RUMEPP is a seven-year poverty alleviation project of IFAD with the Department of Trade and Industry and United Nations Office for Project Services as cooperation institutions. Good News: Field visitation and validation of the SLRF implementation in Sarangani Province on April 22, 2013

The Central and Regional Staff of Office of the Project Development Services (OPDS) and Project Development Management Unit (PDMU) conducted a Field Visitation and Validation of the SLRF implementation in the Province of Sarangani on April 22, 2013, Monday.

In a consultation with the Sarangani Provincial Local Government Unit represented by Engr. Elmer Hingco, Assistant Provincial Engineer, information shows that there is a Memorandum of Agreement (MOA) and list of SLRF projects for CY 2010 but were funded under 

SLRF 2011. As a resolution, a letter will be sent to the DPWH 12 asking the said agency for a justification to avoid future encumbrances concerning the liquidation of the SLRF. . There was also a suggestion that SLRF should be downloaded directly to the LGU concerned to avoid delays and setbacks. On the matter, it was explicitly explained that existing MOA was forged between the DBM and the DPWH.

Pursuant to Section 7 of the RA 8794 or otherwise known as the Motor Vehicle User’s Charge Law (MVUC), Special Local Roads Fund (SLRF) Program is intended for the rehabilitation of roads in the countryside. It is apportioned to provincial and city governments in accordance with the vehicle population and size of the road network under their jurisdiction and will exclusively be used for the maintenance of local roads, traffic management and road safety devices. In Sarangani Province, fifty percent (50%) of the SLRF 2011 project was initially released as of April 4, 2013. SLRF allocation for the Province is Php2,501,242.00 for CY 2011; Php4,692,882.00for 2012 ; and Php7, 927,211.00 for 2013. Funds will be released after the completion and full liquidation of SLRF CY 2011.

Good News: LGU, PA pay tribute to WWII veterans

“On this day, we recognize the heroes responsible for our freedom...those who died for it and those who are still here to tell us their story.”

That was how Col. Edmundo R. Pangilinan summed up the purpose of the 71st commemoration of the Araw ng Kagitingan conducted by LGU-Tacurong and Philippine Army (PA) on April 9, 2013, City Hall Grounds.
Col. Pangilinan served as the Guest Speaker of the program devoted to honoring the heroes of World War II.

The program was graced by the presence of veterans residing in the city namely Pvt. Jovencio Ledda (92 years old), Mr. Santos Laygan (97 yrs old), Pvt. Eugenio Somera (89 yrs old), and Private First Class Bernardo Francisco (91 yrs old).

Pfc. Francisco shared his memoirs as a young soldier during the War. As a 21-year old lad in the 1930s, he was one of those who were trained as Philippines’ reserve forces. He reported to the nearest camp in Panay, following the order of then Pres. Manuel Quezon after the bombing of Pearl Harbor and of the military bases in the country. They fought the Japanese forces in Panay but his team was captured. He was imprisoned and served as a laborer to Japanese soldiers. He witnessed cruelties, and even executions of Filipinos in the communities that the Japanese penetrated. After nine months, he escaped from the garrison with 2 Filipino comrades. He became a Philippine Scout in 1946 and was discharged in 1949.

“The freedom you fought for us shall be the freedom we shall truly defend. Where you are relieved of your duties, we shall carry on,” said Col. Pangilinan as he gave his snappy salute to the guest veterans.

The 601st Brigade, 6th Infantry Battalion, PA conducted the pass and review in honor of the guest veterans. The wreath laying ceremony was led by Mayor Lina O. Montilla and Vice Mayor Charito L. Collado.

Good News: OIC RD Bungubung awards 7M PCF check to South Cotabato

Provincial governor Arthur “Dodo” Y. Pingoy, Vice Governor Elmo Tolosa and other Provincial Officials received the award with pleasure and pride on April 8, 2013 during the Monday Convocation at the Provincial Capitol’s covered Area.

Everyone present during the occasion was indeed inspired by the messages of OIC RD Bungubung when he expounded on the monetary incentives of the province being an SGH bronze recipient and a gawad Pamana ng Lahi Regional Winner. For the record, south Cotabato is a recipient of a total 25M from the following: LGSF- 15M; GPL-3M; & PCF-7M.

In his speech, it was understood that the process for the SGH award was tedious that it was not that easy for an LGU to have this award since criteria continuously scale up and validation teams from the regional and national level are doing on-site validations, hence South Cotabato deserves it.
Governor Pingoy thanked all the Department Heads and Provincial Director Jo Leysa, for all the support and their modest contributions in making history for South Cotabateños to dream and do more in pursuing good governance in this part of the region.

Good News: Barangay Salakit of Kiamba, Sarangani Province conducts Barangay Assembly Day for the First Semester in 2013

As mandated by Sections 397 and 398 of the Local Government Code of 1991, every barangay is enjoined to undertake a barangay assembly day to hear and discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as problems affecting the barangay. Proclamation No. 260 signed by President Benigno Aquino III on September 30, 2011, declares the last Saturday of March and the second Sunday of October every year as Barangay Assembly Days. This endeavor serves to instigate the norms of transparency, responsiveness, accountability and participation at the barangay level.

Following this year’s issuance of the DILG Memorandum Circular 2013-23, with the directive to hold the Synchronized Barangay Assembly Day on March 30, 2013, and enjoining every barangay to undertake certain activities, the conduct of Barangay Assembly Day at Barangay Salakit, Municipality of Kiamba, Sarangani Province, was a success.  Over a hundred constituents in the barangay attended this event on March 30, 2013 at the Salakit Elementary School Gymnasium.  In his presentation, Punong Barangay Onofre V. Donato emphasized the importance of gathering the locals in one special event to get them involved in the affairs of the barangay through a dialogue/open forum. “I believe that the Barangay Council of Salakit has done its best in governance. Thank you for your participation in all of the endeavors that this barangay is making,” PB Donato said in his address to his constituents. He presented the 2012 Financial Report which was comprehensively written in Manila paper, and, item per item, expounded on how the barangay treasury has expended the barangay funds. “Every centavo was properly accounted for in our Income and Expenditures,” he further said after the financial presentation.

Also, among others, he discussed on the proposed projects of the barangay, giving priority to CCA-DRRM –related undertakings and public safety, like the purchase of flashlights and  emergency kits and the installation of street lights. He was also proud to announce that Barangay Salakit, in the recent BGPMS Evaluation, has achieved an over-all rating of 3.91 (5 being the highest) with an adjectival rating of “High”. The BGPMS (Barangay Governance Performance Management System) is an assessment tool to determine and assess the level of compliance of the barangay in the identified service areas in order to improve the quality of programs and policies.

All the members of the Barangay Council came in full force along with other barangay officers who gave support to their Punong Barangay. Kiamba Municipal Councilors Danny Martinez and Cesar Mondragon were also there to grace the event.
